Both Safeties:  As you can see they have a pair of unproven 5th round talents starting as of now.  Landon Collins will be there at #9 but that might be too high for him.
MLB or WLB:  Beason has lost a step and Thomas is unproven
TE:  Is Larry Donnell really the answer here?

QB:  The Browns without question had the worst QB play in the league last year.  The fact that they won 7 games last year shows how good the rest of the roster is
#1 WR:  Bowe is past his prime and Hartline is an average player at best 
NT:  They need a space eater to anchor their 3-4 set
TE:  They lost Jordan Cameron in free agency.
Rush LB:  Mingo has not been the star they expected him to be .
RT:  Adding a RT would allow them to move Schwartz inside.
ILB:  Robertson is a below average player and Dansby will be 34 this season.
RB:  Not a major need, nut if the right guy falls to them, they will take him.
